NAB (Gogs) has 16 colors. Framagit (GitLab CE) has 21 colors, and allows to pick any custom RGB value.

The website layout, UI, design, colors etc. aren’t final at all, but ticket label colors could change too. No harm in choosing them now.

Something between 16 and 24 colors would probably be good. No need o allow custom RGB, it’s a nice extra but low priority. Personally I prefer soft pastel colors, but with enough contrast to have a useful range :)
