List projects on homepage

In the not-logged-in homepage, display not just repos, but also projects, even if some projects don’t have repos. Display all local projects.

In addition to repo table, there’s now a table of projects-that-don’t-have-repos.

This way, all projects are listed. Either in the repo table (if the project has 1 or more repos) or in the repoless project table (if the project has no repos).
