Currently, the ActivityPub-Actor header is required to be in requests for which we verify the HTTP signature. But I’d like to support requests where it’s missing, because we don’t always need it.

If the header exists in a request we receive, require that it’s used in the HTTP signature. But if it’s not present, that’s okay, allow the signature to be accepted (unless the header is required for ActivityPub logic of course, such as for instance keys).
